A user identified as &quot;Lin&quot; left several remarks under a post about a recent random stabbing incident. The comments, which included statements such as &ldquo;Great! This is just the beginning,&rdquo; and &ldquo;The government you commoners voted for has to take the hit,&rdquo; sparked widespread public condemnation and concern.</p><p><br></p><p>Upon receiving the report, the CID of the TCPD determined that the comments were inflammatory in nature and sufficient to disrupt public order and social stability. Following a thorough investigation and analysis of the evidence, police tracked the suspect&rsquo;s identity to a man surnamed Lin residing in Kaohsiung. Under the direction of the Taiwan Taipei District Prosecutors Office, officers executed an arrest warrant on December 29, 2025, in the Sanmin District of Kaohsiung City, apprehending the suspect and seizing his mobile phone&mdash;used to post the messages&mdash;as evidence.</p><p><br></p><p>The suspect has been transferred to the Prosecutors Office for investigation on charges of Offenses against Public Order. Following an interrogation, the prosecutor requested detention; however, the Taiwan&nbsp;Taipei District Court later ruled to release him on a NT$20,000 bail with a limitation on his residence.</p><p><br></p><p>The TCPD reminds the public that freedom of expression comes with responsibility. Sergeant Hsu Yung-Tung and Officers Hsu Chia-Wei and Lin Wei-Chin immediately went to assist. Upon arrival, officers noted the child appeared to be a foreign national and could only speak English. Looking scared and confused, the boy could not give any contact information for his family. Due to the cold weather and concern for his safety, the officers took the child back to the police station for temporary shelter.</p><p><br></p><p>After returning to the station, officers immediately reviewed the nearby surveillance footage to understand what had happened. The footage showed the boy had initially been with his mother shopping at Carrefour but had slipped away unnoticed while his mother was distracted, which led to him becoming lost.&nbsp;</p><p><br></p><p>Just as the police were getting ready to look for the mother, they received a timely phone call from a woman reporting her child missing. The officers compared the information provided by the caller with the details of the foreign child at the station, confirming a precise match. After verifying the identities, the police successfully helped the foreign mother and son reunite.&nbsp;</p><p><br></p><p>Seeing her son safe, the child&#39;s mother was so emotional that she cried with happiness. She expressed deep appreciation and admiration for the Taiwanese police&#39;s kind assistance and quick, active search efforts.</p><p><br></p><p>The Daan Precinct takes this opportunity to remind the public: if you have young children, you must never leave them alone at home. He was first taken to the police station before being transferred to the Specialized Operation Brigade of the National Immigration Agency (NIA) for further processing.</p><p><br></p><p>The Xinyi Precinct stated that AI technology significantly enhances operational efficiency. The group, which included weightlifting athletes and accompanying staff, explained that they were en route to Taoyuan International Airport after completing their events. Unfamiliar with the Taipei Metro system, they got lost while transferring lines.</p><p>&nbsp;</p><p>Despite the language barrier, the officers patiently assisted the travelers in purchasing tickets from the vending machine and escorted them into the station. They also helped store a copy of the MRT system map on the travelers&rsquo; phones and explained how to transfer to the Taoyuan Airport MRT at Taipei Main Station. In addition, the officers notified station staff at Taipei Main Station to assist the group upon arrival.</p><p>&nbsp;</p><p>Thanks to the officers&rsquo; prompt and thoughtful intervention, the six Mongolian visitors were able to continue their journey and catch their return flight on time. As they departed, they smiled, nodded repeatedly, and gave enthusiastic thumbs-up, saying, &ldquo;Thank you, Taipei!&rdquo; They left with warm memories of their time in Taiwan.</p><p>&nbsp;</p><p>The Rapid Transit Division reminds all World Masters Games athletes and visitors that if they become lost in the MRT system, they should remain calm and seek help from station staff or security personnel at nearby information counters. To issue a citation, the officers approached the scooter. Upon seeing the officers, the female passenger immediately dismounted and walked in the opposite direction. With reasonable suspicion, the officers stopped the riders to verify their identities.</p><p>&nbsp; &nbsp; &nbsp;Although the rider, who claimed to be unacquainted with the female passenger, was able to present his identification documents, which were normal, the female passenger, a foreigner, could not; both parties tried to blame the other. Hesitant to show her ID and delaying by calling a friend, and even attempting to flee, she was ultimately taken to the Taipei City Specialized Operation Brigades of the National Immigration Agency (N.I.A.) for biometric identification. Results revealed her identity as an undocumented migrant worker who had overstayed for 2,044 days. Consequently, she was handed over to the N.I.A. for detention and deportation.</p><p>&nbsp; &nbsp; &nbsp;In an effort to strengthen immigration management, amendments to the Immigration Act were enacted on May 30th, 2023, increasing fines for foreigners overstaying their visas to between NT$10,000 and NT$50,000. Upon receiving the report, the precinct launched an overnight investigation, successfully identifying and arresting the suspects within 24 hours. The case has been referred to the Taipei District Prosecutor&#39;s Office for further inquiry.</p><p><br></p><p>When Ms. Huang, the victim, was passing through the intersection of Chongqing South Road and Hankou Street at around 11:30 AM on the January 9, 2024, she was ambushed by Mr. Sun and Mr. Tsai, who adroitly snatched her shoulder bag from behind. On December 13, three electronics companies were indicted for aggravated fraud and organized crime under the law by the prosecutors, seeking severe punishment. The TCPD cautions that despite the measures taken against mobile communications, numerous online shopping and e-learning platforms continue offering &quot;cardless installment&quot; services, luring students or individuals without stable incomes with promises of no financial proof, no annual fees, or no credit card binding, etc.</p><p><span style="font-size: 0.875em;"><br></span></p><p><span style="font-size: 0.875em;">To tackle this issue, the TCPD&#39;s Women&#39;s and Children&#39;s Protection Division planned an awareness raising campaign at Jinou Girls High School on December 15, highlighting this case as a warning to students. He then recklessly rode his E-scooter and even ran a red light at the intersection of Zhongshan North Road and Civic Boulevard. Unfortunately, he ran his E-scooter into a motorcyclist traveling from west to east, causing both parties to fall. A few minutes later, when the police officers arrived, Mr. Xie, who emitted the odor of alcohol on his breath and displayed signs of inebriation, was asked by the officers to take a breathalyzer test. It turned out that his test result reached a high of 0.54mg/L. Eventually, the officers not only promptly issued citations but also, under suspicion of offense against public safety, took Mr. Xie to the police station for further investigation and legal proceedings in accordance with the Criminal Code.</p><p>&nbsp;</p><p>Despite the overwhelming popularity in Taiwan, E-scooters are still prohibited on roads. Regulations governing their usage must be enacted by local governments before they can be ridden on designated routes. Presently, in Taipei City, E-scooters are not permitted on roads and can only be used in non-road zones such as parks, squares, private, or enclosed spaces. Violators may face fines ranging from NT$1,200 to NT$3,600. In the case of drunk driving, based on Article 73, Section 2 of the Road Traffic Management and Penalty Act, fines starting from NT$1,200 to NT$2,400 may apply.</p><p>&nbsp;</p><p>During sudden drops in temperature, Taiwanese tend to enjoy alcohol-infused cuisines such as ginger duck. TCPD urges caution that, regardless the alcohol content in one&rsquo;s meal, one must not risk driving vehicles or using any personal traffic device under the influence. After police interrogation, the drug dealer suspect was charged with violation of Narcotics Hazard Prevention Act and then transferred to the Taiwan New Taipei District Prosecutors Office for further investigation and prosecution.</p><p><br></p><p>To begin with, TCPD officers received a tip that a drug dealer sold and distributed amphetamines, a class-II drug, to migrant workers in Wugu District, New Taipei City, and later established a joint task force with the New Taipei City Specialized Operation Brigade, National Immigration Agency. After meticulous investigation within the proximity of the suspect&rsquo;s rental apartment, a late-night free-for-all among the migrant workers, the joint task force concluded that not only the suspect sold drug to migrant workers, but also recruited members to distribute drugs.</p><p><br></p><p>Eventually, the suspect&rsquo;s rental apartment was searched by the joint task force with a search warrant authorized by the Taiwan New Taipei District Prosecutors Office on Oct 16th 2023. A series of evidence were discovered and seized, including 9 packets of amphetamines, a batch of burner pipes, and an electronic scale. The drug dealer suspect was charged with violation of Narcotics Hazard Prevention Act and then transferred to the Taiwan New Taipei District Prosecutors Office for further investigation and prosecution.</p><p><br></p><p>TCPD highlighted the importance of drug enforcement since drug abuse is the root of all evil. At first, the Datong Precinct officers were a bit intimidated that they might not be able convey the idea properly since the officers did not possess various expertise that are indispensable for special education, e.g. visual thinking, sign language, and lip reading techniques. Fortunately, having teachers signing gives the students the reassurance they need to communicate with law enforcement.</p><p><br></p><p>TCPD officers aim to enhance students&#39; awareness of sexual violence prevention and provide practical information by disseminating relevant information. Renowned Korean film &#39;Silenced&#39; and domestic film &#39;Mute,&#39; have alerted the world that incidents of sexual assault have occurred on campuses, not only on the hearing people&rsquo;s ones but also on the hearing impaired ones. TCPD officers reassured students that although your world may be relatively quiet or even soundless, it does not mean you should remain silent or passively retrieve from the injustice treatments that happened to you; instead, you should respect bodily autonomy and sexual privacy.&nbsp;</p><p><br></p><p>Moreover, TCPD officers reminds students that even though digital and online social platforms have become an indispensable part of our lives, they have also created loopholes that are abused by perpetrator to violate one&rsquo;s sexual privacy. In order to be able to punish such evil deeds, new laws have been enacted in the Criminal Code, e.g. recording sexual images without consent and disseminating sexual images without consent.&nbsp;</p><p><br></p><p>In addition to raising awareness of gender-related crimes, TCPD officers have also disseminated fraud prevention practices. Statistics showed a trend that younger demographic is more vulnerable to become fraudsters or scammers. Youngsters are induced by fraud syndicates and scammers, often believing in the misconception that minors will not be sentenced to prison and enticed by attractive rewards, and eventually work for them as the so-called &ldquo;cash mules.&rdquo; Cash mules assist fraud syndicates in obtaining criminal gains. However, in reality, according to the Juvenile Delinquency Act, individuals aged 12 and above but under 18 who commit offenses listed in the Criminal Code will be referred to juvenile courts and subject to protective custody, counseling, or rehabilitation based on the verdict. Moreover, legal guardians can also bear joint liability for damages under the Civil Code, among other provisions. Additionally, TCPD will also dispatch police officers to perform traffic guidance, check road condition and outlaw illegal parking. It is estimated that 191 traffic guidance posts (198 police officers and 2 volunteer traffic officers) are scheduled.</p><p>&nbsp;</p><p>&nbsp; The Taipei City Police Department urges parents to leave home early if they need to drive their children to and from school in order to avoid crowds and delays. In attendance were law enforcement personnel from the TCPD foreign affairs division, criminal investigation division, women and children&rsquo;s protection division, juvenile affairs division and the command and control center, the National Immigration Bureau, as well as foreign and national students of the CCU.</p><p><br></p><p>The event, hosted by Deputy Commissioner Liao, Tsai-Zhen of the TCPD, expounded on the important topics of personal security, traffic safety, anti-drug and anti-fraud capabilities in both English and Chinese. A quiz session was also added after the presentation in order to further instill self-preservation expertise and conceptual awareness of related legislature among the students.</p><p><br></p><p>Deputy Chief Tsai, Jian-Yung of the Shilin Precinct also took the stage to remind the students that owing to the CCU&rsquo;s location amongst the traffic accident-prone roads of the Yangmingshan mountains, it is recommended students make use of public transportation as a safer alternative to motorcycles, and that when alighting the mountain, motorcyclists must retain the utmost vigilance and utilize the most cautious of speeds. However, recent tragedies induced by stalking, such as the 2020 CJCU Student Murder and the 2021 Shopkeeper Kidnapping and Killing cases have pushed lawmakers to strive for definitive change in the status quo; thus, the Legislative Yuan passed the new &ldquo;&nbsp;&nbsp;&nbsp;&nbsp; Stalking and Harassment Prevention Act&rdquo; in November 2021, empowering law enforcement to take action against stalkers and prevent future misfortunes with the greatest alacrity.<br />&nbsp;<br />&nbsp; What constitutes acts of stalking and harassment? Understanding the dire urgency of the situation, the police rushed to throw out floats and clambered down the railings in the waning light of day; all the while calling out for Ms. Chen to hold onto the buoy. These four types of staged road accident scams are the ones most frequently encountered by the TCPD during the last few years, and the public is well-warned to contact the police at once should they meet with similar circumstances.<br />&nbsp;<br />&nbsp; &nbsp; The Traffic Division, TCPD, has investigated numerous cases of accident scams through data collected by the &ldquo;Traffic Accidents Online Processing System&rdquo;, which utilizes various applications that pinpoint and record prior traffic incidents.
