Traffic Control Measures for the “2019 Taipei Lunar New Year Street Fair”

The  "2019 Taipei Lunar New Year Street Fair” is set during the period from January 18 to February 10 at five major shopping areas in Datong District, Taipei City (Dihua Street, Huayin Street, Back-Station, Underground and Ninxia Night Market shopping districts). Related event venues and traffic control measures are as follows:
  • Event Boundaries:
  1. Dihua Street shopping district: On Dihua street (between Guisui street and Nanjing W. Rd. intersections), Mingsheng W. Rd. (between Yanping N. Rd. and Huanhe N. Rd. intersections) and Guisui street (between Yanping N. Rd. and Huanhe N. Rd. intersections).
  2. Back-Station and Huayin Street shopping districts: Including all road segments in the square area formed by section 1, Chongqing N. Rd., Changan W. Rd., Taiyuan Rd. and Zhengzhou Rd., as well as Huayin Street (between Chongqing N. Rd. and Taiyuan Rd. intersections).
  3. Taipei Underground shopping district: the Shimin Boulevard Underground shopping mall (between Tacheng Rd. and Chengde Rd. intersections).
  4. Ninxia Night Market: Ningxia Rd. (between Mingsheng W. Rd. and Pingyang St. intersections); the east side will be closed while the west remains open to traffic.
  • Event Durations:
  1. Dihua Street shopping district: From January 19 to February 3 (open 11:00 to 24:00).
  2. Back-Station and Huayin Street shopping districts: From January 17 to February 3 (open 10:00 to 22:00).
  3. Taipei Underground shopping district: From January 17  to February 24 (open 11:00 to 22:00).
  4. Ninxia Night Market: From January 18 to February 10 (open 16:00 to 22:00).
  • Related traffic control measures are as follows:
  1. Major closed road sections:
  1. Dihua Street (between Nanjing W. Rd. and Guisui Street intersections).
  2. Huayin Street (between Chongqing N. Rd. and Taiyuan Rd. intersections), lane 15, section 1, Chongqing N. Rd., lane 22, Taiyuan Rd. and lane 21, Zhengzhou Rd.
  3. Ningxia Rd. (between Mingsheng W. Rd.and Pingyang St. intersections; the east side will be closed while the west remains open to traffic.)
  1. Boundaries of traffic clearance control:
  1. Inside the controlled area spanning from Mingquan W. Rd. to Shimin Boulevard and from Huanhe N. Rd. to Chongqing N. Rd., signals for drivers to divert in advance will be placed for commuter reference, and enforced measures will be carried out upon traffic passing through the Mingsheng W. Rd. and Yanping N. Rd. intersection as well as the Mingsheng W. Rd. and Dihua Street intersection.
  2. Traffic heading west on Guisui Street (between Yanping N. Rd. and Huanhe N. Rd. intersections) will be subjected to time-based control from 15:00 to 22:00 on weekends, and flexile control on weekdays.
  3. Time-based One-way control will be observed for Mingle Street:
  1. Exclusively Northbound (between Guisui Street and Mingsheng W. Rd. intersections): From 12:00 to 24:00 on weekends, from 15:00 to 24:00 on Friday and flexile control on other weekdays.
  2. Exclusively Southbound (between Mingsheng W. Rd. and Nanjing W. Rd. intersections): From 12:00 to 24:00 on weekends, from 15:00 to 24:00 on Friday and from 15:00 to 22:00 on other weekdays.
  1. Left turns are prohibited for east and westbound traffic at Mingsheng W. Rd. and Mingle Street intersection from 15:00 to 23:00 during the event.
  1. Parking restrictions on site:
  1. Parking will be restricted upon the yellow lines on the west side of Yanping N. Rd. (between Changan W. Rd. and Mingsheng W. Rd. intersections) and both sides of the same road from Liangzhou Street to Mingquan W. Rd. intersections, starting 11:00 to 24:00. Red lines on the east side of Yanping N. Rd. (between Changan W. Rd. and Ningsheng W. Rd. intersections) and both sides of the same road from Liangzhou Street to Mingquan W. Rd. intersections are strictly out of bounds.
  2. Eastbound lanes on Mingsheng W. Rd. (between Yanping N. Rd. and Chongqin N. Rd. intersections) are out of bounds from7:00 to 9:00 on weekdays, westbound lanes from 16:00 to 20:00. Identical restrictions will be observed on weekends during the event.
  3. Roadsides of Mingsheng W. Rd. (between Yanping N. Rd. and Huanhe N. Rd. intersections) will be painted red and out of bounds for parking.
  1. Roadside designations and parking control:
  1. Dihua Street (between Guisui Street and Mingquan W. Rd. intersections) will be designated as an exclusive cargo loading/unloading area, and parking fees will be suspended.
  2. Parking fees on Dihua Street (between Guisui Street and Mingquan W. Rd. intersections) and Guisui Street (between Huanhe N. Rd. anf Yanping N. Rd. intersections) will be suspended in accordance with market events.
  3. Parking on the roadside opposite lane 233, Nanjing W. Rd. (south side of Yongle plaza) and both sides of Nanjing W. Rd. (between Tacheng Street and Yanping N. Rd. intersections) will be suspended save for parking slots reserved for vehicles carrying cargo.
  4. All forms of parking are restricted on Dihua Street (between Nanjing W. Rd. and Guisui Street intersections), Guisui Street (between Huanhe N. Rd. and Yanping N. Rd. intersections) and No. 139, Mingle Street.
  1. Alternative driving routes:
  1. Westbound traffic on Mingsheng W. Rd.: Turn left at Chongqing N. Rd., then right at Nanjing W. Rd. to continue west.
  2. Westbound traffic on Nanjing W. Rd.: Turn left at Chongqing N. Rd., then right at Shimin Boulevard or Changan W. Rd. to continue west.
  3. Southbound traffic on Yanping N Rd.: Turn left at Liangzhou Street, right at Chongqin N. Rd., another right at Changan W. Rd., then left again at Tacheng Street or Xining N. Rd. to continue south.
  4. Northbound traffic on Yanping N. Rd.: Turn right at Shimin Boulevard or Changan W. Rd., then left at Chongqin N. Rd. to continue north.
  5. Northbound traffic on Xining N. Rd. and Tacheng Street: Turn right at Shimin Boulevard or Changan W. Rd., then left at Huanhe N. Rd. or Chongqin N. Rd. to continue north.

  1. The Dihua Street pedestrian zone.
  2. The Plaza before Yongle Market.

The highlight of the Lunar New Year event is the grand opening of the Dadaocheng-Dihua Shopping Fiesta on January 19. In order to maintain traffic order during the event, the Datong Precinct has planned multiple traffic control assignments around the venue, integrating parking lot information in the vicinity and enforcing crowd number thresholds. The TCPD would like to advise citizens heading to the event to take public transportation such as the MRT (nearest exit is Exit No.3 at the MRT Beimen Station on the Songshan-Xindian line), so as to avoid squandering excessive time searching for parking spaces. The Datong Precinct will also enforce measures against illegal parking in all event areas.
