Employers who offer longer parental leave than regulations stipulate could be exempted from labor and national health insurance premiums

The purpose of “parental leave without payment” stipulated in Article 16 of Act of Gender Equality in Employment is to protect parents’ right to work. It is meant to assist them in coping with work and family responsibilities and allows the employees to raise their children without worrying about losing their jobs. Dual-income families are very common nowadays, and therefore the “parental leave without payment “ system helps parents solve the problem of having to look after their children and to work at the same time. Moreover, it would increase the chance of parents raising their children by themselves and enable them to realize their dreams of striking a balance between career and family.

Article 16 of Act of Gender Equality in Employment states. ‘After being in service for six months, employees may apply for parental leave without payment before any of their children reach the age of three years old. The period of this leave is until their children reach the age of three years old but cannot exceed two years. When employees are raising over two children at the same time, the period of their parental leave shall be computed aggregately, provided that, the maximum period shall be limited to two years the youngest one has received raising. During the period of parental leave without payment, employees may participate in the original social insurance programs continuously. Premiums originally paid by the employers shall be exempted and premiums originally paid by the employees may be postponed consecutively for three years.’ Recently, taking the initiative of stipulating parental leave with out payment into account, the Ministry of Labor has been considering extending the period of leave. From today onwards, if an employer allows the parental leave that an employee who is raising two children or more takes to be computed separately, the employee may participate in the original social insurance programs continuously. Premiums originally paid by the employer shall be exempted and premiums originally paid by the employee may be postponed consecutively for three years as well.

The Labor Department at the Taipei City Government urges employers to establish a family-friendly work environment, and it agrees to extend parental leave without payment. Furthermore, fathers are encouraged to take part in childcare; if both parents in a dual-income family intend to apply for parental leave to raise children under three, they are entitled to apply for parental leave allowance, and therefore they can not only get the chance to look after their children by themselves but gain financial security during the period. It will help parents realize their dream of continuing their careers and looking after the family at the same time.
