Traffic Control Information for 2018 Taipei Lantern Festival


The 2017 Taipei Lantern Festival  organized by the Taipei City Government will take place from Saturday, Feb 24th to Sunday, Mar 4th. The venue covers sidewalks along Zhonghua Road section 1 between North Gate and Guiyang Street on both sides, North Gate (Beimen), Zhongshan Hall and Nishi Honganji. It is predicted that a large number of people will be attracted to watch the lanterns. To maintain smooth traffic flow and ensure safety around the venue, the Taipei Police Department, in accordance with the Traffic Maintenance and Control Plan, has worked out the traffic control measures as follows: 

  1. Traffic controls during the festival:
    1. During event dates (Feb 24th to Mar 4th):
      1. Xiushan street will be closed from 6:00 to 24:00 daily.
      2. Zhonghua Road and Yanping South Road intersection will be subjected to control depending on crowd conditions at Beimen Square, and Yanping South Road will be out of bounds for vehicles.
      3. Vehicles are forbidden to turn left from Hanzhong Street onto Chengdu Road during 18:00 to 22:00 from Feb 25th to Mar 1st. Road sections of Hanzhong Street (between Chengdu Road and Changsha Street and northbound lanes between Neijiang Street and Changsha Street )will be put under control from 18:00 to 23:00 on Mar 2nd.
      4. The two outermost southbound lanes of Zhonghua Road between Kaifeng and Chengdu Road will be closed from 23:00 to 6:00 the next day on Mar 1st and 2nd.
    2. During opening and closing ceremonies:
      1. Controlled time period for the Opening Ceremony: From 16:00 to 20:30 on Feb 24th.
      2. Controlled time period for the Closing Ceremony: From 17:00 to 21:30 on Mar 4th.
      3. Controlled road sections: Chengdu Road between Xining South Road and Zhonghua road, Hanzhong Street between Chengdu Road and Changsha Street and northbound lanes between Neijiang Street and Changsha Street, and Henyang Road between Zhonghua Road and Yanping South Road intersections.
    3. During the west district carnival parade:
  1. On Saturday, Mar 3th from 13:00 to 21:00pm, Zhonghua Road between Zhongxiao West Road and Chengdu Road, Kaifeng Street and Wuchang Street between Zhonghua Road and Yanping South Road, Luoyang Street between Zhonghua Road and lane 16, section 2of Zhongxiao West Road, Hankou Street and Emei Street between Xining South Road and Zhonghua Road, as well as Yanping South Road between Hankou Street and Wuchang Street will be controlled.
  2. On Saturday, Mar 3th from 17:00 to 21:00, Chengdu Road between Zhonghua Road and Kangding Road, Kangding Road between Chengdu Road and Wuchang Street, Hanzhong Street between Chengdu Road and Neijiang Street, and Henyang Road between Zhonghua Road and Yanping South Road will be subject to control. Besides, the northbound vehicles within Neijiang Street and Changsha Street are also restricted. In addition, Northbound traffic on Zhonghua Road and Aiguo West Road intersection, Kunming Street and Changsha Street intersection, as well as Southbound traffic on Xining South Road and Zhongxiao West Road intersection will be subjected to control.
    1. Traffic control based on vehicle types: in order to maintain event safety and traffic order, large trucks with a displacement exceeding 6.5 tons and trailers are restricted from heading south beyond Citizen Boulevard and Zhengzhou Road, west beyond Zhongshan North/South Roads, north beyond Aiguo West and Guilin Roads, and east beyond Huanhe South and Kangding Roads between 15:00 and 23:00 during event dates.
    2. Traffic Control during Rush Hour:
  1. Controlled time periods will be decided according to traffic conditions during the event.
  2. Flexible control spots: Huanhe South Road and Hankou Street intersection, Kangding Road and Neijiang Street intersection, Kangding Road and Guilin Road intersection, Guilin Road and Zhonghua Road intersction, Aiguo West Road and Zhongshan South Road intersection, Zhongshan South Road and Zhongxiao West Road intersection, and Zhengzhou Road and Tacheng Street intersection.
  3. If traffic flow is stagnant, control measures will be implemented in the above spots, guiding vehicles onto detour routes.
    1. Traffic Advisory:
  1. From Feb 24th to Mar 4th, the police will increase the crackdown on illegal parking along Zhonghua Road, Chengdu Road and Zhongxiao West Road.
  2. From 9:00 on Feb 26th to Mar 3rd, festival parade vehicles will use the southbound lane of Luoyang Street between Zhonghua Road and Xining South Road as the staging area; drivers passing through the above area should decrease driving speeds and remain vigilante.
  3. Due to the insufficiency of parking lots around the event venue, people who are planning to tour the venue are strongly recommended to use public transportation systems such as MRT and avoid driving.
  4. Traffic congestions are foreseen in areas around Zhongxiao West Road and Zhonghua Road during the opening and closing ceremonies; drivers are advised to use Mingchuan East/West Roads, Mingshen East/West Roads, Citizen Boulevard and Heping East/West Roads as an alternative for east/west directions. North/Southbound traffic should detour to Jianguo South/North Roads, Shinsheng South/North Roads, Zhongshan South/North Roads and Huanhe South/North roads, and drivers heading downtown on Zhongxing and Zhongxiao bridges should take Huajiang and Taipei Bridges instead.
    The Taipei City Police Department has requested the Police Broadcasting Service to broadcast latest traffic information on traffic conditions and control to keep drivers updated at all times, to avoid heavy traffic conditions and to detour in advance. To ensure safe and smooth travel, drivers are required to follow traffic directions from police officers and volunteer traffic policemen at various intersections.
